All the wing nuts want to decry the Czars that Obama has appointed. Why does Obama have so many and blah, blah, blah. Actually Obama has appointed 21, Bush had up to 46... Of course the wing nuts don't mention that. Basically Czars are special appointees and advisers to the President.
Czar is kind of a funny word though. It comes from Caesar (which means hairy one... Julius Caesar was actually bald later in life but was supposedly born with a full head of hair). After the split of the Roman Empire, the Holy Roman Empire in the east continued and Kaiser was the title given to the emperor, Kaiser comes from the Latin Caesar and in Russia it was translated as Czar or Tsar... just a little fun factoid.
